Andy,
It is not in the web option, u need to go to the "programs" tab in IE.  Go to 
internet explorer properties, then ctrl+tab till u get to the "programs" tab 
and then tab down and check the box that says "tell me if IE is the default 
browser", then tab once and click the "make default" button and hit apply and 
then OK.
Remember, it is in the "programs tab" not in the "web options". Hope this helps.
