If you ask Siri to do an action before you unlock your iPhone, it will say
you need to unlock your iPhone or iPad first especially opening contacts etc,
so it is secure, and it has done that in iOS 8 and earlier versions of iOS
since Siri was around.

Thanks for this. With Siri turned off in the lock screen, does this mean
