Hi David,
the option to read messages in plain text is buried in the options dialog:

1. Press the file tab button (alt+f), arrow down to options, and press enter to 
open the outlook options dialog.
2. On the trust center page of this dialog, press the trust center settings 
button.
3. In the trust center dialog, move to the e-mail security page, where there's 
a 
check box to read all standard mail in plain text, which is unchecked by 
default. If it's checked, then there's also a check box below it for digitally 
signed email.
