Assuming you're using IE6, go to the view menu with alt v, press t to open the 
toolbars submenu, and the address bar is about the second choice you'll come 
to. If JAWS just says "address bar", press enter. Now when you go back in there 
JAWS should say "address bar checked". This means that the address bar is 
already enabled. Hope that helps.
