I would say don't just dump all the blame on the parents, as what no one ever 
seems to get, is that all the means and methods used to keep kids under control 
have been outlawed, both at home and school, with nothing coming in to replace 
them, so no real way of controling them.

Worse still, I hear that some of these louts have been travelling by train to 
other places to cause trouble. Liverpool and the Medway Towns have been tainted 
by this after the trouble spread last night. Medway also plays host to some of 
the olympic events so I fear you could be right.
