What I am saying is that you will need administrator rights to set the ip address and if you can't see where to change them then you probably dont have the rights to do so and this section would be hidden. Enableing admin rights should sort this out but you will need to follow the instructions to checkand amend if required. Once you have set the ip etc and can connect via wireless you can then go back and disable admin rights.

Don't know what you mean about hotspots, if your router is in range of the laptop it doesn't matter where it is.

I'm confused as to what you mean over connecting to the network. Does the PC work over the network, if you're using it for these e-mails then obviously yes, but you may not be. If it is the laptop that doesn't connect then I'm assuming you mean when it is hard-wired, you won't need this if you get the wireless up and running but in the meantime try switching off the router for a moment or two, turn off the PC reboot the laptop and try again.
