It's some form of iplayer addon.
Their is something called 'kodi screen reader,' however it's very buggy.

lot of major companies (bbc etc) use it. The only thing that's under
dispute are the decent addons that let you watch game of thrones for

definitely doesn't work at present unfortunately, so not a viable
solution. The legalities of Kodi and it's addins are under question in
