Many reasons. For example, there are times when you may wish to
compare versions.  I have seen many cases where someone complains that
something works in say Version 8, but doesn't work in 9 or even 10.
If they have both versions, it makes proving the issue much easier all
round.

For foreign users, they might have say V10 French for others to use,
while they use V11 English for themselves until the French V11 is
released much later.
