Hi David, 

If the IPod Touch works along the same lines as the IPhone, then you will be 
able to turn on Voice Over by yourself. All you will need to do is hook up the 
IPod to your computer, and as long as you have ITunes installed, once you 
select the IPod from the list down the left-hand side you should find an option 
which says "configure accessibility" in the "summary" or "info" tab.
