Does it show up as an available voice in the Windows change settings options
with Microsoft Anna?

Yes, I have installed Espeak in Windows 7 64 bit. Espeak is a 32-bit
application so its only available with 32-bit applications. I'm using it
with NVDA and Balabolka. Espeak is not working with Narrator.
