[access-uk] How to stabilize my download speed

Hi
I only have dial up connection here at present, the download
speed fluctuates between 2 and 8 kps, is there anyway to
stabilize this?
I use download express, sometimes when I do a download, some
websites such as filehippo.com just use the internet
explorer downloader and most use download express, is there
a reason for this?
