[access-uk] How is this done on Win 8, please?

Hello All,

When my copy of Windows 8.0 is first switched on, despite 
Narrator being set to speak at start-up, No speech is heard 
and you come straight onto a splash screen. To close the 
splash screen you have to press the SPACEBAR (which 
sometimes does not work!) and you can then type your 
password in to finish off the OS loading and hear the speech 
load.

Does anyone know how to turn this splash screen off so that 
it does not appear at start-up and you come straight into 
the password editfield and where this is done?
