Don't know if this is of any help, but when you mention tool tips appearing
when you press certain keys.  Do you mean the ones for volume up, volume
down, and the mail and internet keys on some keyboards?  If so, this is a
function of the keyboard software, and I don't know of a way to disable them
without uninstalling the software.  I have this on my Acer laptop but it's
not too bad, only happens with the keys I mentioned above.  However,
removing the software would break some of the additional keys, so I put up
with it.

Sorry if this is way off the mark from what you were looking for.
