Just to add to all this, the file doesn't even have to be in the public
folder. You can now share a link to any dropbox file by selecting 'share
dropbox link' from the context menue, assuming you're using windows. Not
sure if or how this is possible on mobile platforms but you don't even have
to coppy the file in to the public folder.

experience of what Shaun describes, as I have both sent and received files
from people using the method described.
