Come on, one does not normally get a dog for rural areas and be asked not to bring the dog in to urban areas!

And, not all blind people can cope with a guide dog, just as not all blind people can manage to get out alone.It's like saying if you show someone how to use Jaws, and the student doesnot follow your instructions, are you to blame when things go seriously wrong? It's same thinking with a guide dog. Yes, sometimes the dog is at fault, but not always. Sometimes it's the user at fault, if they don't follow the instructions they have been given.
