Hi  Eleanor
As a guide dog owner yourself, you must be aware it's not always case of
what  the dog  is or is not able to do, but there is the issue regarding
what
the  user is  able to safely do!
If there was  an  accident, it's  would be wrong to *always* blame the dog,
because sometimes it would be  the user at fault, not the dog.

If I was crossing a road,  and was knocked down  by  car, it might be  my
fault,  and it might be the  driver's fault, doesn't follow it's always the
dogs fault.
