Hmmm - tricky question.
A pdf document can actually contain content in a range of formats. If
one of those formats is text then there is no good reason why the
document can't be accessible to screenreaders and other assistive
technologies.  The problem is that many packages which create pdf files
simply take an image of the document so your pdf ends up being a picture
of a document, not a text copy of it.  The only reliable way to tell is
to try it and see.  Once you have a pdf with text in it there are a
number of things you can do to that text to make it easier for a
screenreader to navigate. For example use the bookmarks tab to build the
structure.  If it is Adobe Acrobat which is being used then the easiest
way to create an accessible document is to make a well structured Word
document and then use the 'make pdf' option in the PDF toolbar.
