Actually  the  reason there is chip  and signature is  because
some  organisations  campaigned for it,  on the  grounds that
there are  some people that are not  able to use  chip and PIN.

You  also said:

The fact  remains that  there is no disadvantage for the blind
customer (and not a one person has proven different)
 just same as there is no disadvantage for the chip and signature.

I do however accept  some blind people are *unreasonable* with demands..
