No, if a card has no  signature,  any  Tom Dick Harry can sign it!
This is why  cards  are a high risk, for the  chip and signature  users. But
the  banks are happy to take on that risk.
Just same as they're  happy to take on the  risk  for those that can't use
chip and PIN  at home.
