In this case, I'd say that you are still editing the cell -
you need to press Enter to complete the edit before you go
to the Format menu. Your cursor will have moved as a result,
so you'll need to go back to the correct column or row
before formatting. The representation you're hearing is the
scientific or exponential notation.
