Yep, that should be possible. a mini motherboard shouldn't cost a lot, i'm sure with your budget you'd get a dual core computer with 8 GB of ram for that price running windows7. Do you have a direct email address where i can send you component prices to give you an idea?

These are known as mini media center PC's, different companies have different names for them. The best thing to do would be to have one custom built, though they are slightly more expensive as specialist components are used. I'd be happy to discuss requirements with you.
