Sure, well I had JAWS alongside Cobra when I tried it, and JAWS still worked. This was on Windows 7 Home Premium 64 bit. I suppose it's all down to 2000/XP and video intercept, in that software must be done in a certain order so as to not mess up the video chain.

What's interesting though is that although a reboot is necessary to run the 30 minute demonstraiton again, Cobra actually will still speak, but will interrupt and remind you that the demo has expired.
