Ali, Take a look at Goldwave from www.goldwave.com. The feature which will allow you to speed up or slow down a file is called Time Warp and can be found in the Effect menu. Goldwave costs 50 Canadian dollars, I think, but you have a free trial which lasts for umpteen thousand keystrokes, so by the time the trial expires, you should have a pretty good idea about whether you like the program or not.
