I subbed to plusnet in Aug, I'm in north Wales and its been 2 meg all along.

It can depend on a couple of things, firstly it may simply be that the ISP
has not upgraded their board at the exchange to switch over to 2mb, you
should contact them and ask maybe about that. As I understood it timsecales
for this roll out were very uncertain. Secondly it could be the software in
your modem needs to be upgraded in order to take advantage of the speed
hike.
I live in London and we did not get the speed hike until about August on Plusnet, I quizzed the forum about this and magically so it seemed about a week later it went up.

I apologise in advance if this is a stupid question wonder if anyone can
help me to understand my broadband speed. I am supposed to be on a 2MB with
BT but when i log into BT home page it says i am on 512KB. When i check my
speed on the task bar it says 54.0KBS. Can anyone please explain what speed
i am actually getting.
