Now, I don't know how old the article was, so some other providers might 
have joined.  I know that Tiscali have not, though.

HI Barry

Thanks for that  It's basically as I guessed it would be when I first saw it
mentioned today. Interestingly enough 3 of the providers Billy is
considering, Pipex, Tiscali and PlusNet, are not on the list of signatories.

I see my own ISP, Virgin, is there but I have no intention of leaving them
after 11 years unbroken connection.
