One more question: Does the barcode reader on a mobile, such as on my N95,
read the bar codes on packaging? I'm not holding my breathe on this one.

So just one database would be necessary for many products. But when it
comes to Asda's own pizza or Lidl's own tomato puree, I wonder where the
info will be sourced from.
I'm assuming someone has researched this. It's not just a product that
would need to be invented, but also a a regularly updated database which
could mean we have to pay a regular subscription.
But perhaps it should be available by law. I don't think people are
pushing legal buttons enough presently.

No, I believe that the product code is contained within the actual code
itself, the only difference store to store is the pricing.
