That is what I understand to be the situation.
the regular bib Iplayer does not transmit audio description.
It is only available on live transmission and via webbie.

  My sighted pal was staying for the weekend and he turned on I-Player on my TV.
  It would appear as Jeff says the BBC does not provide audio description on 
the I-Player unless you access it on a computer through Webbie.
  My neighbour's son is also blind and he confirmed this to me about half an 
hour ago.
  What is worse is that the problem has not been resolved by the new internet 
TV box which is part funded by the BBC.
  As I write this it sounds unbelievable so I am going to write to the BBC.
  I hope I am not misinforming people, or rather I hope I am as it seems 
dreadful if it is true.
