Hi: Blind software developer here. At work I use fogbugs, which has an
excellent cli - https://github.com/bitwalker/fogbugz-cli ;.
In the past I've also used jira. Its web based and the UI was complex
but usable. I didn't find it hard to do the basics with it.

PS - I'd really rather not have to install software on my own server,
but I can if it's the only way.
