If the first, it's usually due to an incorrect screen resolution. If the second, then it's usually due to a "Rotate" function. Either can normally be fixed via Control Panel, Display Settings. If you don't have XP SP2 installed, plus the copious patches, installing same should cure a known problem which exhibits the same symptoms.
