The answer is that provided they are specifically for the blind, then
you may send them AFB.
 
However, if they are expensive, you may wish to send them
"International Sign For".  The postage will still be free, but you
will have to pay for the additional service.

You purchase in bulk from RNIB.  If you only want one or two e-mail me
