Yep just turn off Wi-Fi and it should download.

A system security patch will not completely install. It repeatedly pauses
offering the opportunity to resume for the process only to repeat. This is a
copy cat performance of the same problem in v. 9. On that occasion Steve
suggested I switch to mobile data and this worked. In 10 having altered the
preferences to Download over any network, there does not seem to be a mobile
data download button in the system update window. I can't get it to complete
the download anyway.
Any suggestions please.
