For several string instruments I purely use an app called "tuning fork"
which gives a standard 440Hz A.
The other strings then can be tuned by ear with relative pitch, or by
fretting to make an expected identical note.
Never looked for a Uke tuner, but "guitar tuner" "violin tuner" are both
free and accessible.
