Hi Graham.

For what its worth, here is my opinion on why a bios access method hasn't yet been implemented for windows. The simple fact is that as the bios mostly controls hardware functions like plug and play, boot priority, hardware devices and so on, this is all information on which windows relies when it loads. You see, the bios not windows is responsible for letting windows know about all the hardware that's connected to your computer. Windows merely identifies and installs the correct drivers. To give an example, if I were to disable the internal touchpad in my laptop using the bios function, windows would not see the touchpad as being a present device, so to all intents and purposes, it won't exist. Also, if access to the bios were allowed through windows and you made significant hardware changes, windows might crash or respond in unpredictable ways because the hardware profile and therefore resources will have been changed.

I will have a go at pointing my CCTV at it.  I still have a little vision.

Most laptops and desktops only allow you to access bios settings at system
boot-up, usually by pressing F2, F10 or the delete key.  These are
inaccessible because windows is not loading at this stage, thus no speech.
The only bios's setup routines that I've seen are relatively though not
completely accessible are Compaq and Toshiba. Both models of machines have system diagnostics utilities which include tools to make adjustments in the bios, however the level of the adjustments you can make will differ between
the utilities in windows and the start-up routine.
