Well, I think you should ask at the Post Office about that.  Chivers may
have had an agreement with them that they could use AFB to send to blind
people, but if you are sending to a sighted person I don't think you can use
it.

I have bought comercially available audiobooks from Chivers and Isis in the past, and when I mentioned I was blind, they aranged to send them using AFB
labels, waving the delivery charge, so if they can do it then... -
