But Dave  blind people do  have a choice,
why not use  an internet site like 192.com  that's free!
 
Let us say  it's late at night,  and the sighted person
needs   a local  number.
They  can use paper  directory free.

So  it's  right  195  is free for blind  if the
blind person wants  local  number.

But what if  the number is not local?
The blind person can  still have it for free, why?
the sighted person  must pay.

I am   comparing  a blind person  wanting a non  local
number,  with a sighted person also  wanting a non local  number.

But a sighted person has access to directories outside their home
environment and doesn't necessarily need the service we do, which is
why ours is a need and theirs is a choice.
