I do think the word handicaps should be changed to disabilities UNLESS there is guidance by the feds that we use this term. Even if there is guidance or even a mandate that this outdated language be used, I believe the Americans with Disabilities Act changed that language. I would need to know when such guidance, if any, saying the word "handicap" be used was written into the rules, to see if it pre- or post-dates the ADA.
