 What type of cd-rom is not seen ?
mainly is it USB ; IDE(40 pins) ; Scsi (50 pins ) : or ? cdrom , cdr-rw .
most IDE cdrom's have a 40 pin cable and a power cable .
Pin 1 of the cable usually goes toward the power cable.
The cdrom can be jumpered as master ; slave ; cable select .
On the same cable the hard drive would be the master
and the cdrom the slave  .
Some times the hard drive is the only device on one cable
and the cdrom is on the other cable , both jumpered
as the master on a motherboard with two ide ports.
I would turn the power off , open the computer 
check the cable to the hard drive and the cdrom drive
make sure both connectors are plugged in all the way at the 
motherboard and the cdrom drive 
check the power cable to make sure it is plugged in all the way too.
when the computer is booting up watch to make sure the cdrom 
is shown on the bios screen.
