While this can be done using rules, it is much easier, cleaner and more
configurable to use a plug-in that is designed for what you are wanting to
do.  As you look at these, keep an eye out for what most of them refer to as
a "white list".  That is the approach you are trying to take when thinking
of creating a rule to allow only those in your address book to get through.
So, you can configure a plug-in or even mail washer to use a white list.  A
couple of free ones are at:

Cloudmark Spamnet for Outlook 2000/2002 is still free if using the Beta
version but they will end up not being free at some point.  Worth using for
now though

Mailwasher has a free version to keep one mail account clean, if you want it
to work on more then one mail account it must be purchased.  This one works
outside of your email software but can be set to automatically start Outlook
when there is mail to process.

This has a 15 day fully functional free trial and can be purchased for
$19.95

Keep your eye open for the new version of Outlook (2003) it is very very
nice.  It has built in functionality of many of the above cited plug-ins
plus general email improvements to numberous to mention here.  I am running
the beta version of this know, and fell in love with it.  Outlook is finally
getting things right in this version.

Yes, but how you go about doing it depends on the version of Outlook you are
