Summary: Allow guest user to report an issue.
Description:
Currently users that are not logged in cannot report issues. A guest account
exists with default permission to report issues, but it doesn't seem to be
working.

Working now. I had set $g_allow_anonymous_login = 'ON' in the config_inc.php; I
needed to set it to ON without quotes. D'oh.
