Wasn't a lot of the success in running Xy on XP and Vista -- with best results -- associated with using that substitute command processor recommended by Robert ?
No, I don't think so. I use Xy successfully on XP w/o kmd.exe. It may be needed for some U2 or other ancillary stuff, I don't recall which. Also, my short-cut does not excplicitly invoke cmd.exe.
