Not VA$ED! You're using the wrong VA. You want VA$DR (if that points
to the directory with Editor.EXE) or VANL (which probably points
there, unless you've change the setting, which is unlikely). So,
what you want is:
DOCS=<SX99,<VA$DR>+"DOCS">
or
DOCS=<SX99,<VANL>+"DOCS">
but *NOT* DOCS=<SX99,<VA$ED>+"DOCS">
