Dear Mark,

Thank you for sending through the document on the Data Sharing programme.
The Worcestershire Voices Reference Group (which reflects a wide cross
section of voluntary organisations across the county) discussed this at
their meeting on Wednesday.

There was interest in the programme but also some uncertainty about how the
VCS could get involved in a way that is mutually beneficial. Many voluntary
sector organisations are involved - the diversity of the sector means that
groups focus on providing support targetting their communities (either
geographic or thematic). Worcestershire Voices acts as a focus for
conversations both within the sector and with partners and so does not hold
any data itself.

Particular points which came up during the discussions and which we would
like to explore include (among others): 

*       Groups across the sector collect data as appropriate to support
their work and there is a recognition that 'clients' may disclose
information to us which they would not disclose to public sector
organisations. This will present particular challenges around information
governance. 
*       There needs to be recognition from the public sector of the 'value'
of the data data which the VCS holds. 
*       There is a distinction between the 'benefits to the organisation'
and the 'benefits to the clients'. Will VCS organisations see any benefits
or just face additional costs? 
*       VCS groups each use data recording systems to suit their purposes -
no single system.

We are not able to contribute financially - the proposed contribution would
represent 15% of Worcestershire Voices total income. 

I would suggest a meeting between a few VCS colleagues and members of the
programme team to begin to explore the issues and plan a way ahead.
