[wisb] Updated Eider Records

Following is an update of Wisconsin's King Eider records.  The only report 
after 2008 was from Dec. 19, 2009 in Door County.

27 records  (winter - 8 records;  spring - 4 records;  summer - 1 record;  fall 
- 12 records)

        Until Nov. 1992, there were but 12 state records for the King Eider.  
From Nov. 1992 to Nov. 1998, there were 10 additional documentations; the eider 
being found every year except 1994.
