Yes, Am. Kestrels use nest boxes.  Ask Kent Hall to tell you all 
about his expereinces with them.
There was a pair in a box on utility pole near my house for years, 
until the box sort of fell apart and was taken down and not 
replaced.  They hunted along the road shoulder.
