[wisb] Mystery ducks!

I'm drawing a blank on three ducks I saw behind the Milwaukee art museum
today...
They were small...noticeably smaller than the nearby Mallards. Their bodies
were light brown below and a darker brown on the wings. The top of their heads
were dark. They had a pronounced dark eye stripe. When they tucked their heads
under their wings to sleep they showed a narrow spiky tail that you couldn't
see when they were swimming.
And to narrow things down a bit, they were divers, and not dabblers.
