[wisb] Milwaukee CGI

It has been great that so many observers have seen the 2 snowies present at the 
CGI for most of the winter and especially during the last week and all 
observers I have met have been following the restrictions against entry beyond 
the fence- until today.

Apparently the snowies were not seen this morning and the frustration prompted 
5 observers to enter the restricted area at the end of the drive. People, this 
area is not just any “no trespassing” area where an occasional self granted 
passage is ok. This area is under Homeland Security supervison; there is video 
surveillance from the ferry building- note as you enter that there is a MARSEC 
designation sign. A few years ago when all US ports went to MARSEC 3 there was 
an armed guard taking everyone’s liscense plate nos.here. I’m sure that I am in 
their database multiple times. The ferry is a private enterprise that has been 
given nearly $1 million from the gov to help it succeed and deserves special 
attention as well as remaining open year round to public visitation. 

Trespassing into the restricted areas could get one an outright ticket and 
limit access for future birding for all. The restricted area contains heavy 
equipment used by the contractors. The fill in the CGI is considered highly 
contaminated with PCBs. Once the ferry season begins in May birders should not 
drive on this “snowy” drive; we have been asked to park in the lot and walk to 
the fences to look into the CGI.
