[wisb] Long-tailed Duck - Madison

I wasn't able to find the White-winged Scoter that Jim Schwarz had on Lake
Waubesa yesterday, but there was a Long-tailed Duck about 10 meters off the
boat launch at Goodland Park on the southwest side of the lake today.
