[wisb] Forest Beach Migratory Preserve raptors

Seth Cutright and I spent about 3 hours today watching raptors at  
FBMP.  Started slow but eventually turned into a decent total.  Falcon  
flight was the highlight.  Also picked up first yb sapsucker of fall.   
Numbers as follows:
Osprey- 3
Bald eagle- 1
No. Harrier- 2
SS- 17
Coop- 1
Red-tail- 10
Am kestrel- 3
Merlin- 19
Peregrine- 1 (first of season)
TV- 8
