I was successful in accessing the FTP site using Filezilla, a very user
friendly FTP download utility.
( free download at http://www.tucows.com/preview/209262.html ).
It was very easy to set up the download in Filezilla.
Select File; SITE MANAGER and click on NEW SITE. Name new site Mitsar, or
your name of choice
Fill in the required fields as follows
for HOST, enter 195.131.131.36
For USER, enter GUEST
for PASSWORD, enter abctseug
Click on CONNECT button.
Directory tree will appear.
Click on subdirectory ENG, to view english language download files.
Select your file of choice and click to begin download.

I was also successful in accessing the site via DOS command line: (within
windows, click on Start, run, and type cmd, to open dos window, type cd\ftp,
at ftp prompt type 195.131.131.36  and continue to respond to prompts) but
Filezilla offers much more user friendly interface for accessing FTP, unless
you are comfortable with dos commands.
