ok! so what do I do i I need to connect locally to the PDC? I need to create a
local user to manage a specific application! is there's a way or am I doomed!!!
I guess I could removed the dc from the domain and then reconnect it... But
it's not a wise idea I belive.

There is no local SAM on a Domain Controller, ergo no local users/groups.
You'll also note that you cannot "log on locally" to a DC like you can a
member server or workstation.

In user manager Windows nt 4.0
I need to access the "local user" from a Domain Member server. Now in user
manager on the server XXXX I "Select Domain" I type the local machine's
name and it returns the following messager.
"(computername) is a member of domain XXXX. Focus will be set to domain
XXXX."
How can I connect to the local group and user?
